Europe experienced widespread relief on Monday, as the tension sparked by the presentation of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been defused. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of rocket attacks on Kyiv.
The Cycle of Negotiation and Warfare
The succession of conflicting incidents captured the grim essence of the outgoing year. By day, negotiation efforts are conducted: positive announcements are issued from various governments. Immense energy is allocated on containing specific proposals. By night, Moscow brutally reminds the world that, for them, conflict continues to be the key method for achieving "resolution".
Nocturnal Warfare
As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is able to track missile launches from enemy soil, a ability provided through current data. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to counter approaching cruise missiles flew past – advanced fighter aircraft delivered to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons activated: defensive missiles deployed against a incoming threat. This was a modern interception technology at work, probably delivered by partner states. Every launch shakes the surroundings, rattling buildings. The brief panic quickly transforms into grim resignation: maybe the approaching threat won't cause damage this time, protecting urban areas from ruin and additional electricity failures.
Continuous Dangers
Not long after, a automatic firearm fired at a unmanned aircraft in the vicinity, part of a rapid response unit – most likely Western-made equipment. Sadly, the bullets missed the opposing UAV – it maintained course toward its objective.
With pauses, this persisted until dawn. Kyiv faced the morning news: several casualties, devastation and infrastructure problems in many homes as a result of the night's assault. As typically, everyone still maintained normal activities – enduring hostilities. But those 24 hours encapsulated Ukraine's essential dependence on Western support – a reliance that neighboring countries are demonstrably unable to fill in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from US administration generated strong feelings, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.
Every new initiative from American administration follows the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually secure success. This pattern will, undoubtedly, persist.
Tactical Assessments
It is convenient to criticize certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. American leadership functions according to a principle familiar among seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The American government presumes that it is unfeasible to force Russia to relinquish the land that it presently holds in Ukraine's occupied territories.
The problem is that while recognising this factual reality, American administration does minimal to deter Moscow, through words or deeds, from thinking that the status quo will not shift further in its favour in the months ahead.
Opposing Positions
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its partners are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to stop fighting, but they will continue as long as Russia's government remains completely certain in the result.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding lives and land but avoiding a entire defensive failure until conditions improve in its advantage.
Present Conditions
Factually, there are no genuine requirements for a truce. Now, individual motivations are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any plan Kyiv finds unworkable, so that their attention does not switch to internal issues. And although their objective will now be considerably more difficult after latest incidents, it remains highly unlikely that this will modify their basic position.
These opposing factors are guiding negotiations.
Assessment and Future
It took a mere seven days to terminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, recent disclosures, all did their job.
While new proposals based on old ideas are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, largely rely on ongoing international assistance.
